Close 'em down and relaunch Vice City. Windows 7 Solution (this may work on Vista too)-- Right click the VC icon and select the compatibility tab-- DO NOT CHANGE THE COMPATIBILITY of the program-- click the "disable visual themes" check box. Click apply at the bottom of the window.
