It's a console command, commonly referred to as 'cheat'. Correct usage: capture_settlement . Evicts any resident characters and armies and gives the settlement to the local player. You obviously have to replace the bracketed expression with an actual settlement name.
Empire and Napoleon Total War doesnt have nor need cheats. tbh its your game, its your choice if you want to use the money cheat or not. Give "Cheat Engine" a try if you must, it allows for you to change the in-game values, such as money, it also works for other games too. Search on web u'll find some trainer.
An Engish translation for Bellum Crucis itself exists, but the mod is way more fun with the Enhanced submod.
